India has enforced an anti-dumping duty of up to Rs. 86,116 (US$ 986) per tonne on 'Trichloro isocyanuric acid,' a chemical essential for water treatment, imported from China and Japan. The move comes after an investigation by the Directorate General of Trade Remedies (DGTR), the investigative body of the Ministry of Commerce and Industry, which concluded that local producers had suffered “material injury” due to the influx of cheap imports from these countries.
Such anti-dumping measures are designed to ensure fair competition, offering domestic industries a level playing field without entirely restricting imports or artificially driving up product costs. The DGTR carries out thorough inquiries and suggests necessary actions, while the Ministry of Finance f inalises the decision, typically within three months. In line with World Trade Organisation (WTO) guidelines, such measures can be imposed when investigations confirm that dumping practices are harming domestic industries. These duties can be maintained for a short period and reviewed for potential extension. Both China and Japan, key trade partners of India, are subject to WTO rules permitting anti-dumping duties. This step is expected to help stabilise the Indian chemical market and support local manufacturers against unfair pricing tactics.
