Since December 2000, the government has earned US$ 17.05 billion (Rs. 1,44,000 crore) in toll taxes from fee plazas on National Highways under the Public-Private Partnerships (PPP) model, according to Lok Sabha records. Nitin Gadkari, Union Minister of Road Transport and Highways, explained that these fee plazas operate under the National Highways Fee Rules, 2008, and their respective Concession Agreements, contributing significantly to national revenue.
The government is implementing barrier-free tolling technology such as Electronic Toll Collection (ETC) and FASTag. The GNSS-based tolling system is not yet operational on National Highways, but it will be introduced soon. An amendment to the National Highways Fee Rules, 2008 (dated September 9, 2024) allows for GNSS tolling using On-Board Units (OBU). Vehicles without a valid OBU will be charged double the toll fees. GNSS will charge tolls based on distance, replacing the current method.
